Circle Pines was founded as a cooperative community in the mid-20th century. V.S. Peterson, Thomas Ellerbe and Paul Steenburg came together one afternoon over a great idea. Ellerbe was the head of the engineering and architecture firm that built the Ramsey County Courthouse in St. Paul, and Steenburg was the president of Steenburg Construction Company which constructed the University of Minnesota’s Coffman Memorial Union. The three men conceptualized the cooperative community that would lay the groundwork for the town for the next three years, until the city moved towards a more traditional model. The name Circle Pines comes from the cooperative movement in the United States’ symbol, which was a circle surrounding 2 pine trees.
